About HGACBuy

HGACBuy is the cooperative purchasing program of the Houston-Galveston Area Council, the largest of 24 Councils of Government in Texas and a political subdivision of the state of Texas. HGACBuy has been serving units of local government – including cities, counties, towns, municipalities, villages, utilities, school districts, special purpose tax districts, and non-profits providing governmental services – for over 40 years.

HGAC has established Interlocal Contracts in over 40 contract categories for over 9,000 members throughout Texas and across the United States. HGACBuy acts as the dedicated purchasing agent on behalf of its members, and awards contracts after either a competitive bid (IFB) or competitive proposal (RFP) process compliant with state statutes. Contracts are blanket type, usually for a term of two or three years.
